Turning Wastewater Plants into Community Assets

Across South Africa, many municipal wastewater treatment works (WWTWs) have fallen into disrepair, leading to pollution, health risks, and non-compliance with regulations. These facilities are essential for protecting public health, the environment, and community dignity — but they need investment and skilled operation to deliver on that promise.

In 2022, Agreenco Environmental Projects partnered with Harmony Gold to refurbish and operate three municipal WWTWs through a Social and Labour Plan (SLP) funding model:

  • Stilfontein WWTW – Matlosana Local Municipality
  • Oberholzer WWTW – Merafong Local Municipality
  • Witpan WWTW – Matjhabeng Local Municipality

From Repair to Long-Term Impact

Each project began with a detailed feasibility study to assess conditions and plan structural, mechanical, electrical, and process upgrades. Work was carefully scheduled to reduce downtime and control costs.

But refurbishment was just the start. Agreenco’s Water and Sanitation Business Unit now operates these plants to meet Department of Water and Sanitation standards. Local community members are employed, trained, and registered as DWS Process Controllers, creating skilled jobs and career opportunities.

Protecting the Environment, Empowering People

The refurbished plants now run efficiently and sustainably, reducing pollution, protecting ecosystems, and restoring public confidence. At the same time, local employment and training bring lasting economic benefits to surrounding communities.

Agreenco’s approach shows how technical expertise and community-focused partnerships can transform essential infrastructure into engines of positive change.
